Let’s not forget, Elon Musk has broad business interests in China and therefore an incentive not to jeopardize relationships with china’s leaders. Though there is no direct evidence, this explanation for these counter intuitive tariffs is plausible.
I honestly don't think Trump has a plan and is winging it and hoping something will stick.. it's entertaining to watch from afar but I'm glad I'm not American as I would not like to be in the hands of one as erractic as Trump
